Japan - The Promotion of Female Participation and Career Advancement (“APFPCA”) amended effective from April 1, 2022

Currently, the Act on the Promotion of Female Participation and Career Advancement (“APFPCA”) obliges employers with more than 300 regular employees to formulate and file action plans for the promotion of female employees and publish information on the activities of female employees at the company. However, from April 1, 2022, these requirements will be extended to employers with more than 100 regular employees.

Employers with more than 100 regular employees should take the below mentioned steps:

  • Formulation and filing of action plan
    • Determine the standing of the activities of the company's female employees and investigate issues they are facing.
    • Draft and publicize an action plan for gender equality.
    • File a declaration asserting that the action plan has been initiated with the applicable Prefectural Labor Bureau.
    • Continually examine and assess the status of the accomplishment of the numerical targets and the status of the enactment of measures established by the action plan.
  • Publication of information

Employers with more than 100 employees are required to select at least one item from the list of items mentioned under the APFPCA and publish it so that jobseekers can access it easily.

Implication:

The employers meeting the criterion laid down as above should make necessary changes in their policies and take steps to formulate action plans and publish information on the activities of female employees at the company.
